Umm... It's a person who sits around a place (like a store or other marketplace) and just hangs around, but doesn't buy anything.
Basically, just someone who just sits around at a place without contributing anything to the area... that's probably the best I can explain it.
You'll often see gas stations and grocery stores that say 'No Loitering' . And if you stay for more than 30 min-an hour, and appear to not be buying anything anytime, they can kick you out/call in police. It's actually pretty entertaining at times. :D
